Take money out of non-tech and dump into tech?

I diversified into non-tech quite a bit, but still took big loses from my tech holdings.

Seeing how tech is becoming heavily discounted, I'm thinking it's a good idea to sell my non-tech that is barely moving, and buy the 15-25% discounts in tech. Thoughts? Even companies like AMD which posted great earnings barely moved. I see lots of opportunities. Like WTF is happening to SPOT; they're #1 in music streaming (Beating Apple, the #1 company in the world) and #1 in podcast streaming, yet are only 30b market cap.

“be fearful when others are greedy, and greedy when others are fearful.” right?
