Withholding Tax for ADR‘s as an EU citizen (Germany) buying Brazilian share.

I have been holding some Petroleo Brasileiro (ADR) for quite a while now. And my newest dividend payments all include a withholding tax somehow.

I have read that for Brazilian shares there is no withholding tax.

Am I paying that tax to the US because it’s an ADR ? And if so, shouldn’t I just switch to the non ADR one?

Why is it being deducted now and not before ? I have received many dividends from them and none had a tax on it.
