Why INTC is the most undervalued company in its sector?

Hi all, I checked INTC P/E ratio since 1989 till today, it has never been lower.

It has a 6.8 P/E ratio while companies that does almost the same thing as intel like AMD has 38 or nvidia with 50.

The P/E ratio for INTC is the lowest we ever witnessed in the last 30 years.

What is happening here? why is it so undervalued? it would be 500% more expensive if it would have been valued like AMD for example
