Why are so many stocks in the marijuana industry tanking when there is so much movement towards legalization?

It seems backwards to me (assuming that stocks are traded based upon expected future profits) that the majority of stocks from marijuana companies have tanked in recent years when there is so much good polital news for the industry lately. I would think that the stocks would be going up. But they aren't. Is there something I'm missing?
