What’s the history of the ETF USO?

Hi. Does anyone know the background history of the oil ETF USO? When you zoom out, it's had some incredible declines. In my mind, energy and oil has been the foundation of the entire global economy, and it's really weird to see the chart be so negative. Thanks in advance.
