What does this kind of Insider trading activity (from SEC filing) signal to the market about the stocks performance/management’s confidence

So I understand that buying more stock is generally a good signal to the market, but what does it mean if two or more insiders are selling options and buying stock simultaneously?

I assume it means confidence in long term performance and less confidence in short term performance?

I'd love to hear some one else's interpretation of this data, thanks!
