VXUS. Why is it being traded and going up and down during US hours?

As the title suggests, just wondering why isn't VXUS showing up or down movement during trading hours around the globe? Why does it go up and down only during US trading hours? Most ex US markets are sleeping. Anyone have a better explanation of this?
