Unable to exit CD on TD Ameritrade

I bought a CD as an experiment to understand the concept on TD Ameritrade.

Now I am trying to exit it (even at a loss). But the order is stuck at pending for days.

Note: Screenshot shows reported date of today because I cancelled previous order after getting tired and made a fresh one to sell today.

Any idea why I can't sell?
Is it an issue related to TD Ameritrade or other brokers have the same problem too?
Are treasuries also un-sellable?
