tax regime for ADR share dividend

overseas investor here. i hold shares of HIMX which is traded as an ADR

i got dividend on that stock and there is 0 tax deduction?

im confused, on regular shares of american companies, i get taxed at 31.81% on dividends?

can anyone explain why ADR dividends are tax exempt?
