target is discretionary but walmart is a consumer staple

Just wondering why that is. Target and walmart sell all the same stuff. Walmart is bigger and targets brands seem a little nicer but thats it. They are basically the same. Do they get placed in an industry as soon as theh go public and never change, or do they only change it much more drastic changes
