Short borrow fees


Newbie here seeking an explanation on borrow fees. I know that conventional wisdom states that the borrow fee rises as it becomes more difficult to obtain short shares. My question is if the borrow fee out of nowhere rises in one day but the amount of shares available to borrow remains the same what is the cause? The other significant thing I noticed is that the rebate fee also rose significantly. Confused
