Same Company, different Prices. How does that make sense?

So I noticed that Gazprom is now priced differently. In the UK (LSIN), a share is now about £0.5, down from about £9. But in Germany (XETR) it fell to about €2.7 from roughly €8 a couple of days ago. Even if you consider the exchange rate (€1 = £0.82)that dosen't make any sense. What is stopping Investors to simply buy shares in London and sell them in Germany?
