JEPI and Non resident aliens

Hi guys I have been wondering whether myself as a non resident alien, would I be shooting my self in the foot buying high dividend yield etfs given I need to give 30pc to Uncle Sam before it leaves the US?

The other option for myself is investing in high ER funds to expose to high dividend yields with eRs of 2-3%
