Question Regarding a 529 Account for Family Members

My father opened a 529 account for his grandkids with Charles Schwab and has been trying to research the best way to invest the money within the account. Currently the money goes into two “portfolio's ” that SC has available. Here is the link to those portfolios:

Schwab 529 Plan .

He currently has the Aggressive Portfolio (95% equity portfolio) and the Aggressive portfolio index. They are the first and second portfolios that you see in the link. The fee for the first one is 0 .86% and the second fee is 0.20 %. I am not sure if these are basically etf's or mutual funds designed by SC, I do not know the holdings of these portfolios.

I was talking to my father about putting the money in VOO because of the lower fee and he wanted to look into it further. Within a 529 can you choose the ETF you want to invest in? I do not know much about 529's and also if different brokerages vary in what they allow you to invest in. Thank you.
