Question about transferring stocks


I have a small amount of stocks that I purchased when living in Europe. Now that I've moved to Canada, I need to transfer them. There are obviously associated fees with this. My Irish bank account that is connected to my Degiro has been sold and will actually close in a few months, so I need to move/deal with my shares asap.

Someone I know is telling me to sell them in my EU portfolio, and quickly buy back in my Canadian account.

I'm a dummy – does this option make any sense? Seems very confusing to me tax wise.
