Question about bond etfs or something similar.

So my dad has a lump sum of money that he saved up for any emergencies or dark days. The sum is around 200k (used to be 90 but severance from a job increased it a bit). My dad does have another job now so we don’t have an instant need in this money. It already been taxed and he would like to keep the balance at 200k if not a little more, without losing anything. Basically his idea is to find an investment that is safe but gives a return of a little more than what a regular bank would provide. I would suggest putting it into vti or spy but I know there is no guarantee that in the near future that 200k would not turn into 150k. I was thinking of maybe putting that money into a bond ETF? We would get some dividends while the price would pretty much stay the same? I’m open to any suggestions or corrections as I’m not as familiar with the bonds as I am with the rest of assets.
FYI- He does have a 401k and all the regular investing stuff, this is just a lump sum of money for a dark day that needs to be easily accessible if needed.
Thanks!
