Potential explanation for non-trading of OTC stock?

Hey everyone happy Friday.

I have been racking my brain for any piece of information that could help me understand why this OTC stock Oxford Nanopore Technologies PLC (ONTFF) has not traded for over a week. Just as a brief description, this stock is for a company involved in nanopore DNA sequencing technology. Here is the chart from yahoo finance.

On March 8th there seemed to be a complete stop in trading which has not resumed. I have scoured the internet for any news or explanation on why this is the case…all to no avail. The only piece of info I got was when I tried to buy some shares from TD Ameritrade and was hit with this error.

“No opening transactions are allowed on securities affected by amendments to SEC Rule 15c2-11”

From my research should this have taken effect in September of 2021? I was able to trade this stock for the entirety of 2022 up until the March 8th date. My apologies if this is a novice question as I just started trading this year with my first purchase being shares of this stock.

Thank you so much in advance for any insight!!
