Payment for Order Flow – first in first out


So let's say you look at the options chain, and see the Ask at 5.00 x 200.

You put in a limit order at 4.95, and see for two seconds the option chain says 4.95 x 1, and then it says 4.95 x 201.

My question about pay for order flow is – does the fact I put my order in first mean it will get filled first? Or does some market maker pay for the right to fill all 201 orders in any order they choose, and therefore my order would only get filled after the first 200.

For what it's worth I'm using Fidelity
