Next FOMC is Sept 19, will they raise interest rates?

So the next FOMC meeting is next week on Sept 19. Do you think they will raise interest rates? How will this effect the stock market? Will September (historically a bad month for stocks) see its usual dips (or Sept 30th dip) which happened the last 3 years?

It seems like the FED is intent on hammering us into a recession?
