My brother has been I’m cash since 2008, how can I change his mind about investing?

For context, my 38 year old brother was in the stock market before the 2008 crash but sold for a loss of 30% and at the time he said he was waiting for the market to go lower before buying back in.

The market then went higher and higher and the rest is history. He has been holding cash in a savings account earning pennies for years all the while missing out on hundreds of percent of growth.

I have tried everything to get him to invest in a global index fund but he just won't listen to reason, he is still bitter about losing money during 2008 and he thinks he will make the same mistake twice.

How can I get him to come around to the reality that investing is safe, if you do it right?
