Is there an app that tracks what certain people buy what and when?

For context I remember meeting a customer who talked about tracking political figures who were actively trading. He said this was possible because many of these people have to publicly disclose their trades, as part of a law enacted to limit insider trading stuff.

Does anyone know what I’m talking about? Is this a thing, and do some of you find profit through checking yourself, or using a service that auto-checks?
