Is the FOMC Real GDP Forecast based on annual GDP figures?


Projections of real gross domestic product growth are fourth-quarter growth rates, that is, percentage changes from the fourth quarter of the prior year to the fourth quarter of the indicated year.

The footnote above is in the FOMC Summary of Economic Projections. Does this mean the yoy growth rate of GDP ONLY in the 4th quarter? Or the trailing 12 months at the end of the 4th quarter?
