Is it safe to invest in Facebook stocks now? It is lowest than ever, do you think it will go back up again?

I am starting new in stocks (actually I don't know anything but I really want to get into it) so any recommendations on how/where to learn and good stock apps (I live in the middle east)
I am not looking for big investments, just trying for the first time, so my budget is pretty low.
