is Intel a good stock to buy?

So Intel (INTC) has been having a rough year so far they have lost 34.% of their value to date I was wondering if it's a good time to buy they have announced that they are investing 33 billion dollars in R&D and are also building many new chip plants. So what do you guys think is a buy or sell?
