How to properly judge an ETF’s value?

For normal stocks, value investing looks at P/E, forward P/E, Assets, liabilities, past performance, dividends and yearly growth.

For ETFs, most of these don't exist. Instead, its only a graph of past prices. How would you base your entry and exit points, how would you know the price is below market value or above?
