How to play into stocks that keep plummeting

I’m looking at Tilray and see they are trading around 2.xx a share. Do people usually buy when it gets this low and hope it jumps to 4? Or even 3.xx? Is it even worth buying into anymore?

Thanks I’m still trying to learn individual trades. Currently just safe buying into VOO every month
