How come COIN is not in the S&P

I see that ETSY is in the S&P500. Which I found surprising. How come COIN is not in it?

I see that ETSY has a lower market cap than COIN. Is S&P500 not the top market cap stocks in the US?

On a related note, is there a site that tracks when a stock enters / exits the S&P500?
