Help me understand – is there 7 billion dollars out there ready to buy Tesla stock at this price immediately?

Elon sells 7 billion in Tesla stock in a day. Who buys it? Is there 7 billion just qued to buy at this price? If so, were those outstanding orders not able to be filled yesterday at this price? Where do those shares go and who pays for them?
