Have you ever heard of a company increasing its common stock by nearly 9000%


Last year $Ogen had a 1:60 reverse split around this time.

In a month or so they're holding a vote to increase common stock from 4,166,666 to 350,000,000 just before a human clinical trial is supposed to begin.

They've spend the past year saying next to nothing but handing out significant “private placement” awards and significant insider awards in August.

Im trying to understand why a company would hand out such significant quantities to insiders then make such a (to me) large increase in shares..

Have you ever seen increases like this? Are there any examples of the reasoning to ask for so much all at once?
