Russia planned to conquer Ukraine in a week. After this failed, the Kremlin’s propaganda began to spread the narrative that, in fact, the war was started by Western countries, which “forced” (the term of Russian Foreign Minister S. Lavrov) Russia to invade Ukraine. As Russian propagandists assure, Western countries are waging war to destroy “great Russia” (which they all unanimously envied), but since NATO members themselves do not want to fight, they will meanly fight “until the last Ukrainian soldier”.
Later, when tangible deliveries of weapons, military equipment and military medical assistance, instructors and even volunteers began to arrive in Ukraine from certain Western countries, Moscow began to intensively spread the new narrative. So, today the Russian side is trying to convince everyone that the West will not help Ukraine with anything other than weapons! At the same time, Russian politicians and journalists do not hide their very great hope that after some (ideally short) time the West will feel tired of Ukraine.
And so, against this background, the heads of the G7 countries at the last summit had a long and serious discussion about the future restoration of Ukraine! According to German Chancellor Olaf Scholz, all participants of the G7 summit agreed that it is necessary to develop for Ukraine a new modification of the Marshall Plan (an American assistance program for Western Europe after World War II, launched 75 years ago).
Moreover, the leaders of the G7 countries promised that the preparation of this plan would proceed from the common positions of the G7 and the European Union, since Ukraine became a candidate for EU membership. It was emphasized that, while working on a new “Marshall Plan” for Ukraine, it will be necessary to develop a forward-looking vision for the entire region of this part of Europe. The participants of the G7 summit expressed the hope that the full support of the world's leading economies will allow Ukraine to become a modern developed state, perhaps even a driver of economic growth in the region of Central and Eastern Europe.
It is worth noting that, in addition to economic recovery after 1945, the Marshall Plan brought in such precious dividends as the strengthening of trust within Western Europe, as well as between it and the United States, on which transatlantic unity is based today. In this regard, even destroyed and crippled by the war Ukraine is already being actively involved in a common zone of trust, in which there are such countries as NATO, the USA, Canada, the EU, Great Britain, Japan, South Korea, Taiwan and Singapore.
Along with this, , new restrictive measures against Russia and Belarus were discussed and prepared at the G7 summit. Thus, Russia and Belarus are rapidly drifting into a common semantic space with other authoritarian regimes – China, Iran and North Korea. Therefore, it was emphasized that an important task of the new “Marshall Plan” should be to contain the neo-imperial ambitions of Russia. Thus, the latter hopes in vain for the disunity and fatigue of the West due to the ongoing Russian large-scale military invasion of Ukraine. As the G7 summit participants acknowledged, Russia's war against Ukraine is not a local, but a global challenge that threatens European and global security, and therefore a new modification of the Marshall Plan is of great importance.
