Do the big ETF management firms get the voting rights to the shares on the underlying holdings?

I assume, for example, that Vanguard owns a ton of MSFT shares on behalf of all of its ETF customers. Does that mean Vanguard has enormous voting influence in all the companies it holds? Or is there some sort of regulations around this?
