Do small cap, mid cap, etc market cap thresholds adjust for inflation?

I can't find much information on if the market cap ranges for small caps and mid caps adjust for inflation. Currently small caps are 250 million – 2 billion and mid caps are 2-10 billion. This seems like it could make a pretty substantial difference in the underlying composition of the companies within over time if they don't adjust. Could this relate in any way to terrible recent small cap returns?
