Do I have to be employed to open a Roth IRA?

My sister just turned 18 not too long ago and I was going to help her start an investing account with fidelity. She's about to head to college, and I'm not sure if she will have a steady job, or a job at all. Its been awhile since I've researched Roth IRAs, so I forgot all the details. I just know the earlier you start the better. I read a post earlier that was talking somewhat about this.. So is it possible to put money into a Roth IRA without having any income or should I just get her started with a general investing account for now?
