Did Intel push to get the CHIPS Act passed before ER ?

I mean cmon no one will give any money to Intel. Looking at the ER it clearly shows they are losing market share like a bursting water baloon.

Maybe Pat already knew the numbers and thus pushed to get $50B asap otherwise even Congress would have taken a back seat there.
