contingent value rights of AGTC


so a month ago suddenly my shares of AGTC disapperead in TR. After a few days then TR booked my in a strange ISIN without a price and i had to figure out myself that this might be the CVR mentioned in the tender offer, i still received despite not taking the offer. When i googled that ISIN ( US038CVR0150 ) i was baffled to only find one russian page that mentioned it. I assumed every ISIN is searchable in certain databases!? So i translated that page and was confirmed that these are the CVR. These CVR are bound to “specific milestones” i had a hard time to find but finally found them here p53 https://www.sec.gov/Archives/edgar/data/1273636/000110465922111601/tm2228776d2_exa1a.htm

Now my central questions: First, was TR responsible to inform me (EU law) and secondly, can i somehow sell these CVR, why are they not marketable?
