CHIPS act and stock price

If 52 billion is invested, I suppose all those factories in other countries will also continue production along with the new American factories. This would mean there would be enough to meet supply, I.e., demand at best is equal to supply.

Should the stock price not take a hit? If supply outstrips demand? I mean it’s good for the consumers of semiconductor but the stock holder?
