Canadian: How to recover from 10% US Withholding Tax on Publicly Traded Partnerships (“PTPs”)

Canadian here. I have significant amount of $$$ invested in products on the PTP list that from Jan 1st, 2023 are going to be subject to 10% tax (on the whole investment, not just the profit). I missed the warnings that IB sent in December, and I just learned about this tax but it's too late.

I want to sell these ETFs asap and switch to TSX-listed version but is there any way for me to avoid/decrease the $20k+ that I will have to pay in PTP withholding tax once I sell?

Also, is there any chance that they may exclude some of the ETFs from the PTP list in the future or is the list pretty set (I mostly have ProShare ETFs)?
