can qualified dividends offset carried over capital losses?

I have some capital losses in 2022 that I am carrying over. In 2023 I have decided to buy only index funds and been accumulating VOO.

If I get qualified dividends from VOO in 2023, will they offset my losses from previous year that I carried over? In other words are qualified dividends treated like regular capital gains.
