Can people shorting an ETF be counted as inflows?

So I saw today that ARKK has had 1.3 billion in inflows this year despite being down 60% YTD. My question, if people are shorting the ETF can that show up as an inflow? Or are inflows only long positions?

I have searched all over the internet for this answer and have not figured it out. As someone that has been 100% short ARKK all year, I need to figure out the answer to this lol. Thanks.
