Buying US from EU?

Hey,
Based in Italy, paying my taxes here (unfortunately) and wanting to start investing on some ETF.
Is it legal to invest on US based ETFs, like VGT, VOO, VTI, SP500..? I read of some people doing it, and others saying it's illegal..
