“Buy at the sound of cannons, sell at the sound of trumpets”

Would you buy Tesla stock in the coming weeks? Why or why not? My fiancé is looking to potentially invest $3500 and running on the above quote. He has never invested before. Is this wise or probably now? (I am totally clueless to all stock market details so please feel free to dumb down anything)
