Been sitting on the sidelines, how do you determine when to get in?

I've been on the sidelines with 100% cash for longer than I'd like to admit. I like SPY and it's now trading $89 less per share than it was at all time highs. This is getting close to the same drop as the 2020 crash in per share terms ($121 per share drop).

This is what I've been waiting for. My emotions are screaming BUY BUY BUY, but the logical part of me is petrified. How do you guys determine when to get back into the market? Put call ratio? Volume? A combination? How do you get past the fear? I'm curious what everyone thinks.
