Are there any Funds/Hedge Funds who pronise X% return every year, Regardless of the Stock Market movements ?

Looking for some advice for an AC with $400K . It is becoming a nightmare to trade/invest nowadays. Few reasons I am looking for this is because

1) Due to so many misleading/conflicitng media articles/bews everyday

2) Volatility has increased too much from last 2-3 yrs.

3) Less time on hand due to other personal and professional obligations.

PS: Started almost 10 yrs back but now it seems I am getting old.Also feel too kuch chaos in the market (some made up, some genuine)
