a Question regarding the powers of a Majority Stockholder

hey , I am not well versed in this stuff so I figured asking her would give me the answer I was looking for haha , if someone owns owns 38 percent of the stock of a company , but the nature of how the stock is set up is that he has 80 percent of the stock voting power, does due to the amount of voting power , the Stockholder ( who is also by far the majority in percentage of shares anyway ) hold more power then the Chairperson and the CEO/CEOs? can he remove/appoint those positions ( including others ) as he/she wishes? what are the remaining powers of the said person?
