Bipartisan Innovation Act – Likely to be passed soon

Its being reported that Biden wants to have the Bipartisan Innovation Act approved quickly

Does anyone think that we will see an increase in stock valuations after this bill is passed? It isn't clear to me how quickly the monies will be invested into the companies, and how much benefit it will have over the next few years. Would this bill being passed imminently get lost in the downward trend that we have seen recently?
