Understanding Wash Sales and Cost Basis on Selling Lots at a Loss

I want to understand a wash sale and as it relates to selling lots at a loss, while not selling your entire position. For example, let’s say I own AMD and own 100 shares spread across 5 lots. I sell 1 lot that is at a loss, would this loss then be added onto my cost basis?

I wouldn’t want to liquidate my entire holding, just a portion to then invest that money elsewhere. By elsewhere I wouldn’t go and buy say NVDA. It would be something like SOXX or VOO.
