Buy metals or metal miners?

So just as asked above:

Would it make sense to buy Metals via something like an ETP or ETC (iShares commodity swap etc.)

Or would buying metal miners make more sense?

I thought, that the miners are more flexible and versatile whereas commodities aren’t.
