What is the reason for the Pre and Post market?

The market moves a lot in pre-market and post-market, but only a few can trade it? Why?

I understand markets are closing, but why is there a partial close for retail while some still trade it when it's 'closed'
This seem unfair to retail traders and an easy way to manipulate things for big guys. They can see stops, where liquidity lays and such…
