Why do bearish investors normally buy puts instead of just shorting a stock?


We always see buying a stock as the less risky method and buying a call as the more risky method.

So why isn't it the opposite with a bearish position? In all my time browsing this sub (and WSB), it seems bears usually just buy puts and not take up a stock short position. Isn't the latter lower risk too?
