Has anyone mimicked an index by buying their own stocks and rebalancing quarterly?

For instance SOXX is one that I am holding. Its ER is a not so attractive .43 compared to the very near zero ERs of in house brokerage SPY funds/total stock market/world index/small cap/etc.

So this has got me wondering has anyone essentially bought all the individual stocks in one of these specialized ETFs and rebalanced yourself to mimic their percentage holdings? My major concern I would think is capital gains tax would wind up costing quite a bit more than the ER?
